Unlike the 10.4 Tiger pre-releases, so far Leopard has maintained Version 10.5 instead of mentioning pre-release in the About This Mac box.
System Profiler now shows even more information on the left.
The initial boot from this version looks pretty much identical from Tiger.
The Finder now has a contextual menu for drives that allows creation of disk images.
The help menu found in almost every application now supports Spotlight searches.
CL Filter Browser widget is included in Leopard. I personally don't know if it's included in Xcode or if it is a new item.
Once loaded you can select all sorts of Core filters and effects. Most of them work using the preview.
For some unknown reason many Mac OS services are standalone applications in the Leopard pre-releases.

An assistant for Boot Camp is now included in Leopard.
Because the test system is PowerPC based Boot Camp could not be tested.
Here you can see System Preferences with Time Machine at the bottom.
Now accounts preferences shows the status of the guest account (which is off by default as always).
Dock preferences now has a 'springing' setting which doesn't seem to have any effect at the moment.
Printing preferences now includes a small menu which includes an option to reset the whole printing system.
Screen savers are now separated into groups.
The Exposé control panel (now named Exposé & Spaces) now has options for Spaces and a button to access Spaces' settings.
Inside the Spaces preferences screen you may add or remove virtual desktops and set some applications to open on any screen you'd like.

Included in Leopard is the new voice titled Alex. When clicked it will say, 'Hi. I am a new voice for Leopard.'
Inside the Time Machine preferences pane you can define when it should backup files, what areas to exclude and so on.

DVD Player now has a feature to zoom video playback, however it is not implemented in this version.
iChat AV version 4.0 is included in Leopard. For reference version 3.1.6 is the current version in Tiger.

iChat AV 4.0's new video effects isn't quite functioning yet and any changes here have no affect on the video output.
Preview version 3.1 is included in Leopard. For references version 3.0.8 is included in Tiger.
Pretty much only interface changes can be seen in the new version of Preview.
Preview now has a much cleaner sidebar in this version.
Safari 3.0 is included in Leopard. On the surface there aren't many changes compared to version 2.0.4 included in Tiger.
The only thing you'll find changed when you first open Safari in Leopard is the addition of a new button for Web Clips at the top left.
A new option to create a bookmark for multiple tabs is included in Safari 3.0.
Creating a multi-tab bookmark works the same as a regular one.
When clicked a multi-tab bookmark will open all of the saved tabs at once.
Web Clips is a new widget to section off a web page for viewing in Dashboard.

Here you can drag the web page around so Web Clips will display the area of the page to your liking.
Alternate borders can be chosen in Web Clips' settings.
Mail 3.0. Version 2.1 is the most recent version in Tiger.
The new Mail with extra controls for to do lists and a new activity pane in the lower left.

Adding to do items is basically the same as adding a note, but with checkboxes.
Clicking on the to do pane will allow you to view all your to do's in order of completion date, etc.
RSS viewing has been added in Mail 3.0. I find it a little redundant since it's already in Safari.
RSS items look like regular mail messages in list form.
Viewing RSS items include photos, links, etc.
Adding an RSS item lets you choose from your Safari bookmarks.
Alternately you can specify a URL manually.
Mail's RSS preferences are very similar to Safari's.
I guess the Post It template isn't too bad. But I don't see myself using any of them much.
Photo browser makes it easy to add photos from your iPhoto library to your messages. Obviously no photos were on this system.
The option to archive messages is included in Mail 3.0.
